Kenya, Afrique de l’Est – Une sècheresse particulièrement préoccupante. Depuis la fin de l’année 2020, la région de la Corne de l’Afrique fait face à sa troisième saison des pluies consécutive où le niveau des pluies est inférieur à la moyenne. Ce phénomène risque d’intensifier la forte sécheresse déjà présente dans la région et de menacer un peu plus la sécurité alimentaire de ses habitants. Le Famine Early Warning System Network (FEWS NET) estime que plus de 20 millions de personnes auront besoin d’une assistance alimentaire dans les mois à venir. Les populations pastorales sont les premières touchées par ce phénomène, le manque d’eau et de fourrage ayant déjà causé la mort de plus 4 000 animaux. Les conséquences de la sécheresse sont aussi visibles sur les cultures qui affichent une très forte baisse de rendement, poussant les prix du marché des produits agricoles à la hausse, largement au-dessus de la moyenne de ces 5 dernières années dans la région. Les prévisions climatiques laissent à penser que le phénomène devrait se prolonger encore au printemps 2022 mettant encore un peu plus à l’épreuve les populations rurales. Kenya – Lancement du French Agro Club Kenya à l’occasion de la visite de Franck Riester. Le French Agro Club Kenya a été lancé le 28 octobre 2021 en présence notamment de Franck Riester, Ministre délégué au Commerce extérieur et à l’Attractivité Franck Riester. Cet évènement, qui a réuni une centaine de personnes dont une vingtaine d’entreprises membres du Club, a permis d’illustrer la densité de la relation bilatérale franco-kényane dans le secteur. L’inauguration a contribué à mettre en lumière les synergies entre les entreprises investies de longue date ou plus récemment dans l’agriculture kényane et de rappeler le dynamisme du secteur avec une augmentation de 40 % des exportations françaises et de 70 % des exportations kényanes en l’espace de 10 ans. Le French Agro Club Kenya est, à l’instar des autres « Club Agro » dans le monde (Brésil, Côte d’Ivoire, etc.), un collectif d’entreprises françaises ainsi que d’acteurs français privés et publics, présents au Kenya et intervenant dans le secteur agricole, agroalimentaire, forestier et des équipements. Tanzanie – Tenue de la 2ème conférence nationale sur l’agro-écologie. Sous l’égide du Ministère tanzanien en charge de l’agriculture, s’est tenue à Dodoma, du 20 au 22 octobre, la 2ème conférence nationale sur l’agro-écologie. Cette conférence a réuni de nombreux acteurs publics et privés tanzaniens, mais également des institutions et bailleurs internationaux. L’engagement de la France dans ce domaine a particulièrement été souligné à cette occasion. Le Vice-Ministre de l’Agriculture a par ailleurs annoncé à cette occasion la création d’un département « agroécologie » au sein du ministère, le développement de banques de semences paysannes, le soutien de programmes de recherche sur l’agroécologie avec le Tanzania Agricultural Research Institute (TARI) et le renforcement du budget alloué à l’agroécologie. Ouganda – Le pays confronté à une importante pénurie alimentaire. L'Ouganda fait partie des six pays africains dont la situation de "pénurie alimentaire" a été qualifiée de "grave" selon le dernier Indice mondial de la faim, publié le 14 octobre. P.W.Kasajja, ancien secrétaire permanent du ministère de l'Agriculture, de l'Industrie animale et de la Pêche, a souligné que l'Ouganda souffre d'un fardeau relativement lourd en matière d'insécurité alimentaire, de faim et de malnutrition. Selon lui, les perspectives de sécurité alimentaire pour l'Ouganda montrent que 2,6 millions de personnes, soit 5,6 % de la population, sont confrontées à des niveaux élevés d'insécurité alimentaire aiguë, avec de fortes disparités géographiques. Au Karamoja, région la plus pauvre d’Ouganda, 30 % de la population est confrontée à des niveaux élevés d'insécurité alimentaire aiguë et ce, malgré les programmes d’aide alimentaire comme celui de 4,7 MUSD lancé récemment par l’UE dans la région. L'instabilité des chaînes d'approvisionnement alimentaire et les aléas climatiques constituent des défis importants pour les systèmes alimentaires ougandais. (Source Ambassade de France au Kenya)

L’actualité scientifique à petites doses
Selon une étude de l’Université McMaster, on trouve l’équivalent de 405 milliards de tonnes de carbone stockées dans le sol au Canada, soit l’équivalent des émissions mondiales de CO2 pendant 30 ans. Les chercheurs ont réalisé une carte pour tout le pays, montrant les concentrations de carbone dans le sol. De façon générale, les sols stockent trois fois plus de carbone que la biomasse végétale, dont les arbres. Au Québec, par exemple, la biomasse forestière permet de stocker 4,3 milliards de tonnes de carbone alors que les sols contiennent 45,7 milliards de tonnes. Avec cette étude commandée par WWF-Canada, les auteurs espèrent que les différents gouvernements tiendront compte de leurs données dans la lutte contre les changements climatiques.

Temperature effects on carbon storage are controlled by soil stabilisation capacities
Physical and chemical stabilisation mechanisms are now known to play a critical role in controlling carbon (C) storage in mineral soils, leading to suggestions that climate warming-induced C losses may be lower than previously predicted. By analysing > 9,000 soil profiles, here we show that, overall, C storage declines strongly with mean annual temperature. However, the reduction in C storage with temperature was more than three times greater in coarse-textured soils, with limited capacities for stabilising organic matter, than in fine-textured soils with greater stabilisation capacities. This pattern was observed independently in cool and warm regions, and after accounting for potentially confounding factors (plant productivity, precipitation, aridity, cation exchange capacity, and pH). The results could not, however, be represented by an established Earth system model (ESM). We conclude that warming will promote substantial soil C losses, but ESMs may not be predicting these losses accurately or which stocks are most vulnerable.

- Global Forest Finance Pledge: donor countries pledged more than $12 billion between 2021-25 of public climate finance

- Global Action Agenda for Innovation in Agriculture: 160 partners agreed to close the innovation gap in agriculture, with new technologies and methods of producing food which protect nature
- Policy Action Agenda for the Transition to Sustainable Agriculture: set out pathways and actions that countries can take to repurpose public policies and support to food and agriculture, to deliver these outcomes and enable a just rural transition
Country Pledges
- Belize: launched $100 million marine conservation trust fund and committed to placing all remaining lands in Belize Barrier Reef system under protection
- Colombia: committed to protecting 30% of land by 2022
- Ecuador: established new marine reserve in Galapagos Islands of 60,000 sq km, added to 130,000 sq km which exist in reserve
- Ghana: plans to plan 20 million trees in 2022
- Pakistan: announced Recharge Pakistan initiative to boost nature reserves, climate adaptation and ecosystem restoration, and plant 10 billion trees
- Brazil: committed to end deforestation by 2028
- Comoras: committed to One Comorian One Tree Initiative to reforest 10% of national territory; commitment to ensure 30% of land is forested by 2030
- Nepal: achieve net-zero forest degradation and reduce deforestation by 90% by 2030 and cutting forest fires by 70%
- United States: released Plan to Conserve Forests: Global Carbon Sinksand pledged $9 billion by 2030 to help the effort.
Carbon Markets - Article 6 - COP26

Reuters reports that the Glasgow COP26 agreement has finalized the statutes of Article 6. The accord managed to overcome a series of sticking points that contributed to the failure of the previous two major climate meetings. Previously, there was disagreement over a tax on certain carbon trades intended to fund climate adaptation in poorer nations. The deal addressed this with a compromise that had a two-track approach. Bilateral trades of offsets between countries will not face the tax. The deal suggests developing nations capitulated to rich nations demands, including the United States, which had objected the levy. In a separate centralised system for issuing offsets, 5% of proceeds from offsets will be collected to go toward an adaptation fund for developing countries. Also in that system, 2% of the offset credits will be cancelled. That aims to increase overall emissions cuts by stopping other countries using those credits as offsets to reach their climate targets. [Source Nature4Climate]

Build Back Better: Although yet to pass, Progressive members of the House secured pledges from moderate members that they would vote “yes” on passing Biden’s social and climate policy bill. It contains historic spending on forests and nature, including:
$27 billion for spending related to federal, state, and tribal forests
Around $13.5 billion to reduce the risk of wildfires
$2.5 billion for urban forestry projects that seek to provide more equal access to forests and parks
$50 million for protecting old-growth trees
$50 million for conserving and restoring habitats for threatened species in public forests
$50 million toward reducing human-wildlife conflict on public lands
$27 billion for US farmland conservation
$9 billion for the Environmental Quality Incentives Program, which helps farmers make their land more sustainable
$4 billion for the Conservation Stewardship Program (CSP)
$4.5 billion for the Civilian Climate Corps, which would hire young workers for restoration, among other conservation activities
$200 million for the Endangered Species Act, which helps protect the critical habitats of endangered plants and animals

Free-Air Carbon Dioxide Enrichment (FACE) experiments pump controlled volumes of carbon dioxide into small areas of forests to simulate its response to climate change. The UNFCCC hosted an event on REDD+ Tools and Methodologies critical for achieving transparency under the Paris Agreement. Representatives from the Food and Agriculture Organization (FAO), Coalition for Rainforest Nations (CfRN), and the Global Forest Observation Initiative (GFOI) showcased the systems they have available for assisting countries in data collection and analysis, both for the purpose of reporting to international organizations and for domestic policy development. The various tools highlighted the diversity and flexibility available to countries looking to gather and understand data from the AFOLU sectors--whether they are using spacial or statistical data, interested in forest cover or GHG inventories, looking to establish baselines or track progress, the new datasets and methodologies are useful for a wide variety of purposes. While some countries (particularly China and Saudi Arabia) are attempting to walk back their agreements on the Katowice rulebook to report on quantitative progress in achieving their NDCs in the official negotiations, this the event highlighted how easy it is for countries to access open-source, free tools that allow them to design their own systems to increase transparency and track implementation.
