“4 pour 1000”, l’initiative qui veut mettre la santé des sols au menu des trois COP de 2024
Lancée lors de la COP21 organisée en 2015 à Paris, l’initiative “4 pour 1000 : les sols pour la sécurité alimentaire et le climat” promeut, à l’international, les modes d’agriculture et de foresterie qui protègent les sols pour qu’ils absorbent le plus possible de C02 et gardent leurs capacités de production. Ses animateurs espèrent que la conjugaison des trois COP sur la biodiversité, le climat et la désertification, va aider à donner un nouvel élan au mouvement de sensibilisation sur ce thème négligé.

De la vigne au verre: miser sur la viticulture régénérative
La viticulture régénérative suscite beaucoup d’intérêt ces dernières années. Fondée à partir de connaissances et d’avancées scientifiques, elle propose un modèle de référence ultime. L’intention est de créer un écosystème durable et, pour y arriver, on préconise cinq grands axes : améliorer la santé des sols ; réduire, voire éliminer les produits de synthèse pour protéger les ressources naturelles ; promouvoir la diversité des plantations pour favoriser la biodiversité ; intégrer des animaux ; enfin, renforcer la résilience des communautés. Cette approche exige une longue démarche, car il ne s’agit pas d’une recette universelle applicable uniformément d’un terroir à l’autre. Chaque producteur doit trouver les pratiques adaptées à son propre vignoble. La viticulture régénérative est complexe, c’est pourquoi cette rubrique s’étendra sur deux semaines.

Le Parlement européen avait adopté sa position en plénière sur ce dossier en avril sous la précédente mandature, tandis que les États membres avaient finalisé la leur au mois de juin. Dans la foulée de ce vote, une première rencontre en trilogues entre les négociateurs s’est tenue le 22 octobre. L’occasion pour chacun de présenter sa position avant que des réunions plus techniques ne démarrent.

UNFCCC COP29 will be held in Baku, Azerbaijan from 11 to 22 November 2024. It takes place against a backdrop of toppling temperature records and unprecedented extreme weather events – heatwaves, storms, floods and droughts – that have wreaked havoc and devastation across the planet, with mounting losses and damages on people and nature.
It is crucial that COP29 be a high-ambition, high-impact COP. As Parties convene in Baku, there is an urgent need to accelerate progress across all the pillars of the Paris Agreement – particularly finance – guided by the latest science and building on the outcome of the landmark first global stocktake concluded last year.
In this context, IUCN would like to emphasise 10 key messages in the lead up to UNFCCC COP29.

Conservation agriculture improves soil health and sustains crop yields after long-term warming - Jialing Teng and all
Climate warming threatens global food security by exacerbating pressures on degraded soils under intensive crop production. Conservation agriculture is promoted as a sustainable solution that improves soil health and sustains crop yields in a changing climate, but these benefits may be affected by long-term warming. Here, we investigate the effects of conservation agriculture compared to conventional agriculture on 17 soil properties, microbial diversity and crop yields, during eight-years’ experimental warming. An overall positive effect of warming on soil health over time under conservation agriculture is characterized by linear increases in soil organic carbon and microbial biomass carbon. Warming-triggered shifts in microbial biomass carbon and fungal diversity (saprogen richness) are directly linked to a 9.3% increase in wheat yields over eight years, but only under conservation agriculture. Overall, conservation agriculture results in an average 21% increase in soil health and supports similar levels of crop production after long-term warming compared to conventional agriculture. Our work provides insights into the potential benefits of conservation agriculture for long-term sustainable food production because improved soil health improves resilience to the effects of climate warming.

La transition écologique du système alimentaire pose de nombreuses et épineuses questions de financement : combien ça coûte ? qui doit payer ? les financements existants y contribuent-ils ? C’est à cette dernière question que ce rapport apporte des éléments de réponse.
Dans ce rapport, nous réalisons un recensement aussi exhaustif que possible des soutiens publics au système alimentaire français en 2018, 2021 et 2024. Nous analysons la contribution théorique de ces financements à la définition de la transition écologique des pouvoirs publics.

Every five years, farmers and agricultural lobbyists descend on Capitol Hill to debate the farm bill, a massive food and agriculture funding bill that helps families afford groceries, pays out farmers who’ve lost their crops to bad weather, and props up less-than-profitable commodity markets, among dozens of other things. The last farm bill was passed in 2018, and in 2023, Congress extended the previous farm bill for an additional year after its negotiations led to a stalemate. That extension expires today, and Congress seems poised to settle for another one.

A la veille de son déplacement dans une exploitation du Puy-de-Dôme, Michel Barnier a également tenu à s'adresser aux agriculteurs. "Touchés par des crises sanitaires, des mauvaises récoltes", ils "méritent d'être encouragés. Ils en ont ras-le-bol. Ras-le-bol des contraintes, des règles et des contrôles." "Donc on va faire une pause sur les normes", a annoncé celui qui a été ministre de l'Agriculture pendant deux ans, de 2007 et 2009, sous la présidence de Nicolas Sarkozy. Les agriculteurs "travaillent beaucoup de manière vitale pour faire vivre, pour nourrir les Français avec de la nourriture saine, équilibrée, diversifiée, traçable", a-t-il voulu rappeler.
Dans sa déclaration de politique générale, mardi, Michel Barnier avait déjà promis de "soutenir" les agriculteurs "lorsqu'ils sont frappés par des crises, qu'elles soient climatiques ou sanitaires, comme c'est le cas en ce moment avec la fièvre catarrhale ovine".
